Constantine's Return Foiled

PARIS, Nov. 18. - (The United Press) - Great Britain and France will not recognize a Greek government headed by King Constantine, the French Foreign Office announced today. The two countries, as guarantors of the Greek kingdom, are entitled to determine the character of the government, the announcement said.

PREMIER QUALIFIED

ATHENS, Nov. 18. - (The Associated Press.) - George Rhallis, the new premier of Greece, with three members of his cabinet, took the oath of office before Admiral Coundouriotis, the regent, yesterday afternoon. Those who qualified in company with the premier, were M. Gounaris, minister of war; M. Baldaris, minister of interior, and M. Callogeropoulos, minister of finance. M. Rhallis will hold the portfolio of minister of foreign affairs.
